MGB 7 Grants Mineral Processing Permit to SI Resources Corporation
The Mines and Geosciences Bureau 7 (MGB7) officially granted Mineral Processing Permit (MPP) No. 000011-VII to SI Resources Corporation on May 19, 2025. This permit authorizes SI Resources Corporation to process aggregate and silica materials at its plant site in Barangay Calag-calag, Ayungon, Negros Oriental, on the Island of Negros, Philippines.

The permit was issued by the MGB 7 in Banilad, Mandaue City, and is effective for a period of five years, specifically from May 19, 2025, to May 19, 2030. It was granted per Republic Act No. 7942, also known as “The Philippine Mining Act of 1995,” and Chapter XI of its Revised Implementing Rules and Regulations (DAO 2010-21). The permit is renewable for similar periods, not exceeding a total term of twenty-five years. However, renewal is contingent upon the Permit Holder’s full compliance with all terms and conditions and the absence of any violations of the Act and its Revised Implementing Rules and Regulations.
SI Resources Corporation is located at G/F Mary Bachrach Bldg., cor 25th & Railroad Sts., Port Area, Manila. The permit is exclusively for their use and benefit for mineral processing. Company operations are responsible for any damage to public or private property. Reports on production, sales, and inventory are required every month, as well as energy consumption reports for each quarter and integrated annual reports. They must also employ the best available anti-pollution technology in coordination with the Environmental Management Bureau, adhere to labor, safety, and health standards, and prioritize the use of Filipino goods, services, and employment opportunities.
The company must take full responsibility for damages to public or private property resulting from its operations. The permit can be canceled or revoked by the Regional Director for reasons such as non-compliance with terms or ECC, violation of the Act, failure to pay taxes, misrepresentation, or if required by national interest, public welfare, or environmental protection. Such cancellation does not absolve the Permit Holder from any financial, environmental, legal, or fiscal obligations.
The permit was signed by Regional Director Armando L. Malicse and accepted by Teresito T. Opsima, Jr., the Project Manager of SI Resources Corporation. Division Chiefs and staff witnessed the signing. The instrument was filed for record at the MGB Regional Office No. VII on May 19, 2025, at 3:47 PM, with a registration fee of PhP 5,000.00 paid under Official Receipt No. ******. (IO/MGB7)
