Heartfelt Farewell and New Beginning: MGB-7 Honors RD Malicse, Welcomes Berador as OIC Regional Director

In his final week of public service—and just days before his birthday on June 28—Mines and Geosciences Bureau Region 7 (MGB 7) Regional Director Engr. Armando L. Malicse was honored with a series of meaningful events, marking the close of an exceptional 44-year career in government service.
On June 23, MGB-7 hosted a tribute and dinner program in his honor, held right after the agency’s Mid-Year Assessment 2025. The evening featured special performances, video messages, and symbolic farewell gifts presented by each division. Division chiefs shared the stories behind their tokens, expressing their appreciation for RD Arman’s leadership and support through the years. Among the guests was MIMAROPA Regional Director Engr. Felizardo A. Gacad Jr., who flew to Cebu to personally pay tribute to his longtime friend and colleague—a gesture warmly received by everyone present.
Capping off the week was the Turnover of Leadership Ceremony held on June 27, RD Malicse’s official last day in office. The program included the reading of the MGB Special Order and the formal turnover of responsibilities to Al Emil G. Berador, who was designated as Officer-in-Charge of the Office of the Regional Director while concurrently serving as Chief of the Geosciences Division of MGB-7. One of the highlights of the ceremony was the awarding of a Plaque of Recognition to RD Malicse, honoring his Legacy of Service and over four decades of dedicated public service.
The event was attended by MGB-7 personnel, former employees, and guests, including former regional directors Engr. Roger A. De Dios and Engr. Loreto B. Alburo. Representatives from mining companies were also present. The presence of DENR Assistant Secretary for Mining Concerns and concurrent MGB OIC Director Engr. Michael V. Cabalda added significance to the ceremony.
These back-to-back events not only marked the graceful exit of a good public servant but also signaled a new chapter in MGB-7’s leadership. (IO/MGB7)
