SUBJECT: Approval of Notice of Relinquishment for Portions of APSA No. 000046-VII and MPSA No. 307-2009-VII in Cebu City and Naga City.

1. OVERVIEW

The Mines and Geosciences Bureau Regional Office No. VII (MGB-7) has officially approved the Notice of Relinquishment filed by Atlas Consolidated Mining and Development Corporation (AT) / Carmen Copper Corporation (CCC). This administrative action involves the voluntary return of specific land areas to the jurisdiction of the Republic of the Philippines, in strict accordance with Republic Act No. 7942, also known as the Philippine Mining Act of 1995.

2. SCOPE OF RELINQUISHMENT

The relinquishment covers a total land area of 287.742 hectares previously held under the following mining tenements:

  • APSA No. 000046-VII (Filed: September 11, 1991)
  • MPSA No. 307-2009-VII (Approved: December 23, 2009)

Detailed Land Breakdown:

Sinsin, Cebu City, Cebu : 118.35 hectares

Uling, Naga City, Cebu : 169.392 hectares

3. TECHNICAL FINDINGS

Based on the geological reports submitted alongside the notice, MGB-7 notes the following:

  • Geological Context: The relinquished area on the eastern margin of the Odlum Pit, particularly the northern Barot Fault, has been identified as requiring further geological evaluation due to its spatial relationship with established mineralized systems.
  • Documentation: Technical descriptions, including map sketch plans (Annex B) and geographical coordinates (Annex C), have been verified and filed with the Regional Office.

4. ADMINISTRATIVE STATUS

Following the approval by OIC, Regional Director Al Emil G. Berador, the following protocols are now in effect:

  • Posting Period: This Notice shall be posted on the official Bulletin Boards of the MGB Central and Regional Office for a minimum of two (2) consecutive weeks.
  • Opening of Areas: These areas shall be deemed open to new mining applications immediately following the completion of the prescribed posting period, subject to existing environmental and social development regulations.
