MGB 7 Opens Area in Carmen, Cebu for Mining Applications Following Finality of LHUILLIER’s Decision
The Mines and Geosciences Bureau (MGB) Regional Office No. VII has formally cleared an area in Cebu Province for new mining applications, a step taken after issuing an Order of Finality on an earlier application. Both the order and the subsequent notice were signed by OIC, Regional Director AL EMIL G. BERADOR and dated October 24, 2025.
Finality of APSA Decision
The MGB 7 first issued an Order of Finality for the Mineral Production Sharing Agreement (APSA) Application No. APSA000426VII filed by MICHEL J. LHUILLIER. The Order confirms that the MGB 7’s Decision dated March 20, 2025, achieved FINALITY on April 27, 2025. This action was taken because the applicant did not file any motion for reconsideration or appeal within the required period.
Area in Carmen, Cebu Now Open
Following the finality of the decision, the MGB-VII issued a Notice (That the Area is Now Open for Mining Applications). The area is located in the Municipality of Carmen, Province of Cebu.
The specific area, defined by geographic coordinates, measures 168.1250 hectares and is now declared OPEN for mining applications.
