Bluestone Aggregates Inc. Secures 3rd Renewal of Industrial Sand and Gravel Permit in Toledo City
The Mines and Geosciences Bureau (MGB) Regional Office No. VII has officially granted the third renewal of the Industrial Sand and Gravel (ISAG) Permit to Bluestone Aggregates Inc.. The permit, denominated as IP-000027-VII, authorizes the extraction and disposal of sand, gravel, and other unconsolidated materials for industrial purposes.
Background and Assignment of Rights
The original permit was first granted on October 23, 2008, to Mr. Humprey R. Benitez, covering 8.3619 hectares along the Abayan River in Barangay General Climaco, Toledo City. Following subsequent renewals in 2015 and 2020, Mr. Benitez executed a Deed of Assignment on October 14, 2025, transferring all rights and obligations to Bluestone Aggregates Inc.. This transfer was formally approved by the MGB Regional Office on February 9, 2026.
Expanded Operations and Facilities
As part of the third renewal, the permit holder officially assumed the pending application and declared a dedicated processing plant facility. The total area covered by the permit now encompasses 11.3619 hectares, divided into two parcels:
- Parcel I (Extraction Area): 8.3619 hectares situated in Barangay General Climaco, Toledo City.
- Parcel II (Processing Plant): 3.0000 hectares located in Barangay Juan Climaco, Sr. (formerly Magdugo), Toledo City.
Validity and Compliance
The renewed permit is valid for five years, effective from February 16, 2026, to February 15, 2031. Under the terms of the grant, Bluestone Aggregates Inc. is mandated to:
- Manage operations in a technically and environmentally responsible manner.
- Comply with the Environmental Protection and Enhancement Program (EPEP) and Social Development and Management Program (SDMP).
- Respect the rights, customs, and traditions of local communities.
- Maintain a surety bond to guarantee faithful compliance with the Philippine Mining Act of 1995.
The permit was signed by Al Emil G. Berador, OIC-Regional Director of MGB VII, and Mark Anthony B. Maputi, Corporate Secretary and Authorized Representative of Bluestone Aggregates Inc..
